Indeed. But there's something odd about RA2's flak weapons : they sucked against armour/buildings. They should be as powerful as rocket-based weapons but with lesser accuracy on long range and higher speed. For instance (I hope I'm not going off-topic), Rommel used flak cannons against armour and they were even better than normal artillery.

yea, I dunno why RA2 is that way... maybe so it's just a APC like the C&C dAWN apc?
Weak vs buildings and tanks
Strong vs inf?
