In one of Tiberium's design phases, there seems to have been a strong emphasis put on GDI relying on giant, flying fortresses. This is quite consistent with some ideas in earlier games - the Philadelphia space station, or the Kodiak - a flying command centre. GDI escapes upward from the Tiberium-infested earth towards the sky.
