An awesome shot of a battle going on here. The soldiers I'd say would be GDI as they're definitely not Nod. We can see a GDI tank in the background to the right. And we see this woman which is a CABAL commando unit. A very advanced Cyborg or something. A suiting name would be the CABAL Siren. Anyway a very cool picture.
