Looks like a CABAL type droid unit which is up next to a Star Wars Battle Droid for scale comparison. It is styled a lot like the Cyborg Reaper but is completely robotic. Really cool.

Actually, when this image was up on TJ Frame's site, he LITERALLY said in the description that this was his Star Wars fanart, recreating Ep1-like battle droids. This image is totally unrelated to C&C.
